Political Hackery As Only George W. Bush Can

The Decision-Mangler-in-Chief has decided that he doesn't want anyone else deciding things for him.

Thus, the latest executive order from the unitary executive states that all agencies (specifically the EPA and OSHA) must have a regulatory policy office run by a political appointee, to supervise the development of rules and documents providing guidance to regulated industries.

The New York Times, cited above, also describes the move as placing a gatekeeper in each agency to, "... analyze the costs and benefits of new rules and to make sure the agencies carry out the president's priorities."

Agencies must identify the 'specific market failure' or problem that justifies government intervention. Like levees that might collapse in the face of a major hurricane, or smiting Iraq for WMDs they did not possess.

Agencies are also prohibited from imposing new legal obligations on anyone (like employers, or drug manufacturers), and cannot use "... mandatory language such as, 'shall,' 'must,' 'required,' or 'requirement.'" As in 'Congress shall make no law �' or the Biblical, 'Thou shalt not �'

So we can expect more people like George Deutsch, whose only credentials were working for the Bush campaign once upon a time, in the halls of NASA, guiding scientists like James Hansen, who had the temerity to mention global warming before President Bush decided spinning global climate change might distract the nation from the clown car act we have going in Iraq.

In Communist Russia, they called this the zampolit, the political officer. The zampolit didn't have anything to do with the job, but had to approve of anything even remotely involving the Communist Party.
